Boat importation permit

Anybody know how long it takes to receive their boat importation permit, after applying via the web site. Additionally they indicate that they received the application and give a reference number, however when I inquire on their site it shows no record found??? They have had application two weeks and it's coming up travel time in two more weeks.

Boat importation permit at border?

I haven't received my Boat TIP, after four plus weeks, so I contacted my bank and learned that the money was removed from my account and then put back in. So, now I am leaving next week and I don't have said permit.
Can I obtain it at the Mexicali border, when I obtain my FMM?
I have contacted the Mexican Embassy, Border, and attempted to contact Banjercito. No answers???
