Is prop 13 applicable to those of us who live in Mexico?

This forum is about Baja, thus the term BAJANOMAD.

Sometimes conversations drift. Started out talking peso and gasoline price, drifted to California gasoline taxes, and prop 13.
Uno, I think prop 13 affects you, as you maintain a presence in so cal, eh?
