Student pilot privelges-Baja (Mexico)?


Anybody know?
Can a student pilot US certification fly in Mexico as PIC(solo)?

I doubt it - everytime I land in Baja the miltary comes over and asks for my pilots license.

A student pilot license is a pilot certificate.
That is my question.
Can a student pilot get authorized at the airport of entry the same as a private or recreational pilot
People fly ultralights etc... that takes a license.

Not for me. A friend wants to fly to Baja.
I didn't know where to look up the regs for it.
