Does anyone know if this latest warning applies only to airline travel, or both airline and by vehicle?
Does it mean if you try to come through the US border from Mexico that they will not permit you to enter the US?
I cannot seem to find a clear answer on the State Dept website.
Thanks to anyone who has some info.

The State Department recommended on Thursday that American citizens abroad either return home or stay in place as the new coronavirus pandemic grows.
The department raised its global travel advisory to level four, the top-tier warning, usually reserved for nations with war zones or beset by serious
disruptions.
The announcement is a recommendation, not a requirement. Millions of Americans are still overseas, and many would likely choose to remain in place.
“If you choose to travel internationally, your travel plans may be severely disrupted, and you may be forced to remain outside of the United States
for an indefinite time frame,” the advisory said.

why are you even considering non-essential travel given the current news???????????????????????? 
if you wanted to travel home, you should have started a week ago.
as it stands now, all bets are off, the rules could change at any time... dont dilly dally, get where you want to go, and plan on being there for the
foreseeable future

Or, if you cross from the south, I'm sure a citizen could talk their way in, will they let you come back south?

That is exactly my question. It appears they have not "set a date" when they no longer will permit people to cross into the US? So , if you show up in
a vehicle will they prevent you from entering?

We are in uncharted waters, so things can change hourly.
I would think if and when they close the boarder a US citizen would need to be put in a two week isolation before being let in. BUT will they have the
manpower and facilities for that ?????
Better to get to where you will be safest NOW and hunker down ..

Just to be clear, I live in Baja part of the year. I had planned before this shte show happened to go back to the US in the next several weeks, then
today I hear this State Dept warning and am just trying to get accurate info on what the rule means for travel from the south and what to expect at
the Border.

Back in the USA
Heading North and arriving at the enforcement kiosk, one is already a distance into the USA and a U.S. citizen cannot be forced to return to
Mexico. They could be detained and be subject to any applicable Federal regulations, of course, but not deported.

Having waited for the weather to clear, I told the wife about 15 minutes ago that I'd best chance tomorrow to head up and check on the travel trailer
BEFORE such an order was issued in CA.
