Foreigners should be quarantined for two weeks and under go a rigorous health inspection by a geriatric expat, while being required to wear identifying red arm band until deemed "safe" to reintegrate by pueblo covid hunters. There could be a public cauldron test to confirm illness or health, like Salem Witch Trials. If the Tourist burns they were healthy, if they lived they carry the virus. Problem solved.

With increases in contagion, the likelihood of trips south of the border without restrictions gets pushed further and further back. A lack of forward progress means more restrictions.

Before making more restrictions maybe Mexican INM should start enforcing the existing ones and stop the tourists, as per international agreement.

OTH, the US ambassador is lashing out on the citizens and perm residents abusing the spirit of the existing restrictions but not the letter of it. The letter can be changed, of course.
