marina/breakwater complex.

That road and other line from 2019 vanish into the 2006 image (dunes). Very curious! I wonder if it is a titanium mine like west of Colonet,
extracting that element from the sand dunes?

From what I was told by residents:
The plant was to originally be a desal plant. Then Pres. Vicente Fox nixed the desal plant and there was to be a deep water marina where boats would
hauled out of the water there and transported to the other marina in Bahia De Los Angeles. That was the original reason why Fox legislated a huge
power grid to BOLA which was to be used for the marina.
All projects have been abandoned.

It is fish farming operation. I spoke with one of the construction workers when it was being built about 3 years ago. I thought he said it was for
White Sea Bass (curvina) but I could be wrong about that. The proposed deep water port is right in Santa Rosaliita. Actually not only proposed. It
was built and totally walled in with jettys and concrete. Unfortunately, they did not plan for the sand blowing over hills to the Northwest every
afternoon and the deep water stayed deep for about 3 months. After dredging it on almost a weekly basis for a couple months, they abandoned the
project. The walled in area is totally filled in with sand now. Not sure there was a big market for what they were proposing anyway but that's just
my thought.

New name.
Same management.
The plant I try to figure out is next door.

The harbor at Santa Rosalillita was the west side of the Escalera Nautica's land bridge to the Gulf of California (at L.A. Bay).
They made the harbor, they paved an extra-wide road in from Mexico 1 and they paved pull-outs every few kilometers from there to L.A. Bay. This so the
boat-hauling-trucks could pull over and allow cars to pass. Yes, 24-hour-power was brought to L.A. Bay from Guerrero Negro, as well.
When they learned that yachties were a pretty cheap bunch and unlikely to pay the cost or trust having their cruisers and sailboats be hoisted onto
truck-trailers to short cut over to the gulf, followed by the 2008 economic crash, it was over.
The Escalera Nautica was to create a series of yacht harbors around the peninsula where none existed, all to provide fuel and services to sailing
tourists.

I don’t think it was a “planned failure.” More likely it was bad design, bad site selection.
Of course the contracts went to connected companies,... that is normal practice. Does not mean the intent was nefarious from the beginning...
