Nothing strange about this at all. A very common method to assure dual citizenship.

We did the same for our daughter in reverse. She was born in Ensenada and has dual citizenship as a result of our decision.

Not surprising lots of illegals coming into the U.S. so their babies will be American citizens and all that comes with it.
