Looks all perfect except sometimes in step 6 you have to turn right to get to the border crossing.

Basically that is correct. It looks like the green line they show is for someone coming north from say Ensenada. There are other connections to the east.

If it is backed up further than the point the #5 turn takes you to, you will head further east, past the gas station to the signed left turn to get to the back of the line.
