Passport

My 7-year-old granddaughter needs a passport, and we need advice on best way to get one when you live in La Paz.

I was just in the consulate last week getting my signature notarized and I heard a guy come in to get a passport for his kid. You have to have both parents with their ID's to do it. The rest sounded pretty straight forward....like in the usa. The consular agent's name is Michael J. Houston(624-143-3566. His card says usconsulcabo@yahoo.com)
It was interesting that most of the people in there had lost their ID. Could it have been the tequila?
