Hey, I like the concept of a marine park.

Doesn't necessarily mean I'll like the implementation.

You cannot draw convenient boundary lines around your favorite environments. The entire Sea of Cortez is linked with the surrounding land and residents, environmentally, socially and politically.

It appears to me that the permit regulations relating to the Loreto Marine Park only make sense from the perspective of tourists with planned itinereries.

Seems to me the letter of the law will, in effect, clear the marina breakwall of local fishermen. And perhaps make outlaws of many using boats as well. It seems no realistic provision has been made for residents, whether they are nationals or foreigners.

Poorly planned and poorly implemented laws, regulations and rules are a danger to the marine park, imo.

So I like to fish. Doesn't mean I'd support turning the whole Sea into a fee-use park, driving the poorer locals out so it can be an exclusive playground for the tourists.

They need to have an annual permit.

They need a box and envelopes at the marina, like the USFS uses, to allow 24 hour fee collection.

They need to have free fishing areas, (the marina breakwall, Puerto Escondido, at a minimum) where local folks and kids can fish.
