Traffic in La Paz is a dance with flexible rules depending on the personalities and conditions, the car is an extension of the driver's body language,
and for foreigners who can't read that language, it's hard to figure out what's going on. To the locals, their out-of-sync behavior can be
disconcerting and dangerous.
I almost tail-ended some guy from California who obediently slammed on his brakes in the middle of the new 4-lane highway down by Fidepaz, in a
last-minute stop for a non-functional, purposeless traffic light that no local in his right mind would even slow down for. Now THAT is hazardous
behavior.

And I'll learn to dance better. Being on a bicycle in traffic is very nerve racking. Again, the dance thing.
