I believe the high rise in Victoria was done this way (and it was finished) and the one they did in Tucson, Arizona was also done the same way.
Doesn't look to me, if this is true, that Mr. Butterfield has "bailed out" as some seem to think. If I'm misinformed about this, I accept the
