November for whale sharks in La Paz. February for whales on the Pacific. Puerto Chale to Guerrero Negro.

It depends what kind of experience you want with what species. The most popular and sure thing to get close up and personal with whales are the Gray Whales in the Baja Lagoon. I have worked with whales and guided tours in Laguna Ojo de Liebre for 35 years and it is by far the best place to experience whale love!
Whale begin to arrive to have their babies and mate in mid January and start leaving mid March so anytime then is great although early February is my favorite as there are less people in the lagoon, whales are mating like crazy which is fun to watch and the mothers are bringing their babies up to the pangas to meet the humans.

Yes, visiting the whales in February/March is life-changing. No other "whale watching" tour can compare.
