Been thinking bout checking that out having heard the same thing. Finally went yesterday..
The old access road from the checkpoint at KM 24 has been gated and locked, we were also directed away from adjoining road/gate onto the development
property. Had checked out GoogleEarth earlier to see some buildings and a pool apparently accessed on paved road from the very nice, new entry gate
off the hwy.
Decided to try the other (north) side of the arroyo, access we'd previously used to find the first mission site at San Bruno. Exit the hwy at KM26,
head down the old access road thru gravel/sand sites bout 3 mi and we came upon improved gravel road built to support utilities install. We followed
this road all the way out to the coast, nice views, disturbing signs of development...not what we came to see.
Backtrack to near the end of power lines found an old track going south across the arroyo and over to the old access road at an unlocked gate.
The beach was really cleaned up due to absence of the fish camps and limited local access...beautiful..but more signs of impending development. Better
get out there, could be changing quicky, or not, it's all happening on Mexican Time

Things are changing in our lifetime.
The ruins of the fort of San Bruno were destroyed by developing the hilltop site with a modern version of the 1683 walls, which were the oldest
European remains in all the Californias.
So thankful to have seen it in 2019.

We did not go to the old site this time, it had been "ruined" by 2023 as you mentioned. Based on what we saw of nearby roads and infrastructure,
development will be nearby if not on top of it.
We did not take the road towards Mangles either. Do you have history on that site, I've heard strange tales.

I thought the “stories” had to do with the collapsed concrete villa at the very north end of the bay

Never mind , my Google Earth satellite imagery must be old. I think I found it on newer Earth Explorer imagery. You access the arroyo before Hwy 1
