I am not sure if I understand the question. But the first step in paying taxes on money that you earn on rental property is to register with Hacienda
so you can report the income. I am pretty sure that you have to have an FM3 but could be wrong on that.

I had not heard of "Licensed real estate agents" in Mexico. The real estate companies here say no license required.
