As far as I know they are not too many programs that will allow you to download maps directly into your handheld (I assume that's what you are looking
for)
The only one I know of, (and just found it is)LBMaps Looks very cool, but you have to have a Garmin

Once you get home though there are a bunch programs you can use to analyze the data you collected.
Garmin Mapsource - USA topo west Does not have Baja topo, but some roads and the coastline, and allows you to save waypoints, tracks and routes.
3dem Allows you to make 3D maps and then import a GPS track. Complex program though with a long learning curve.
google earth and sportsim When combined apparrently let you plot GPS waypoints, tracks, and routes directly to Google Earth.
Fugawi Is another program that people have used, allows you to scan maps into the computer and then plot on the maps. If you have your gps
attached to your laptop you can track your position in real time.
There are other programs that I am sure others will chime in on.
I am quite interested in the LBMaps that I just discovered because of this post....looks very cool
