I use Discover Baja. I also get my fishing license and car insurance through them.

The Tourist Permit can only be issued when you provide proof of citizenship... So, that would mean mailing your birth cert. or passport to Discover
Baja or Vagabundos far ahead of your trip, to insure they return it in time!
YOU STILL NEED TO STOP AT THE BORDER OR ANY INM OFFICE TO GET THAT FM-T STAMPED, with your proof and photo ID!!!
Why not just do the whole thing when you cross the border or at an INM office, at the same time???
It takes 15 min. or less, and at Tijuana, next to INM there is a 24 hr. bank teller to pay the fee (IF YOUR TRIP IS LONGER THAN 7 DAYS).
