La Paz? The Legislature of the State of Baja California Sur, Mexico, has declared California Governor Arnold Schwarzenegger to be a persona non grata
insofar as he introduced a racist migration policy, especially against Mexican immigrants.
Members of the unicameral state legislature also declared their opposition to the U.S. Border Protection, Antiterrorism, and Illegal Immigration
Control Act of 2005, House Resolution HR-4437 that is currently under consideration by the U.S. Senate.
The unanimously approved proposal declaring Schwarzenegger a persona non grata was sponsored by Georgina Noem? Hern?ndez (PRD, Cabo San Lucas), a
member of the Party of the Democratic Revolution (PRD), which holds a 15 member majority in the 21 member Chamber of Deputies.
While the last state legislature (2002-2005) was in office, then PRD Deputy Elsa de la Paz Esquivel Amador, from Los Cabos, made the same proposal
however it did not receive a majority vote. Thus it was not until January 17, 2006 that the local congress made the resolution official.

Perhaps the PDR (socialist 'workers' party) baffoons don't know that Arnold and millions of others entered the U.S. LEGALLY??? It's about following
the rules of the country you want to live and work in!
I wonder what PDR would say if all the foreignors in his state burned their FM-3s (or never got them), received assistance from 'pro-American' lawers,
got government aid, medical care, etc. etc. etc.

He may have entered the US legally by US law, but there is some question as to his Autrian exit. Harpers' Magazine lists him as technically AWOL from
the Austrian Army. Yet another US pol war hero.

Just think if Mexico required government permission for its people to LEAVE. All the 'non-documenteds' would then have broken laws in two countries!
Anyway tehag, I don't think the PDR folks are protesting Arnold because he left Austria... It's simply a cheap PR stunt to gain popularity by putting
down an American politician... Typical leftist activity.
They need to concentrate on their own problems, like corruption, poor public services, etc. The picking on a well known American is way to divert
public attention from what should really matter.

The Congress of the State of Baja California Sur, Mexico, categorically denies having approved an initiative declaring Arnold Schwarzenegger, Governor
of the State of California, a persona non grata.
The preceding follows publication of an article by Pedro Ju?rez, a reporter for the Mexican national newspaper Milenio** and the local daily El
Peri?dico claiming that the XI Legislature made that decision by majority vote in ordinary session, which is mistaken.
The subject of migration policy was part of a presentation by Deputy Georgina Hern?ndez Beltr?n, chairwoman of the legislature?s Equity and Gender
Committee, during the public session of the Permanent Deputation on January 17 that included (four deputies) on that occasion.
The reporter who wrote the news article was not present during the public session, nor did he interview deputies Georgina Hern?ndez and Arturo Pe?a
Valles, chairman of the Human Rights Committee, as indicated in his information.
For those reasons the deputies mentioned ask for an explanation of the misleading use of the contents of an individual statement, presented by a Party
of the Democratic Revolution (PRD) deputy and not as a resolution approved by the assembly. Much less does it represent the official position of the
Congress of the State of Baja California Sur, Mexico.
The statement mentioned was related to the project in the United States to build a 1,200-kilometer [746 mile] wall on the border with Mexico, in order
to keep migrant Mexican and Central American workers from crossing, a grotesque attempt to resolve a much more complex problem between neighboring
countries whose economy (sic) relies on free trade agreements.
(Hern?ndez) offered that the problem of migration might be included on the bilateral agenda of the Free Trade Treaty, considering it pertinent to
remove the migratory issue from the House of Representatives bill HR-4437 insofar as that legislation, and the construction of the international wall,
has the objective of controlling the border in order to oppose international terrorism and crime.
Hern?ndez made her declaration so that the subject of migration might be approached from a more dignified realistic perspective, giving fair value to
the work provided by fellow Mexicans, acknowledging that it has contributed to the consolidation of the economy of the northern neighbor, and so that
Mexican governments can attend to the creation of jobs, the fight against poverty, and just labor compensations.

News reports rocketed through Mexico and made it as far as Australia and France late last week that the legislature in Baja California Sur, the
Mexican state south of the border state Baja California, voted to declare Gov. Arnold Schwarzenegger ``persona non grata'' there, based on his
``racist'' policies regarding Mexican immigrants in California.
``The Terminator has forgotten that he, too, came to the United States as an immigrant,'' Deputy President Arturo Pe?a Valle was quoted as saying.
Only one problem: Rather than ``Hasta la vista, baby,'' Baja California Sur officials said it was more of a case of ``True Lies.''
The Mercury News obtained a bulletin issued by the Baja California Sur government communications office saying the article was false and was written
by a reporter who didn't attend the legislative debate and never interviewed Valle or others quoted in his story.
Instead, the bulletin said, the legislature last week was decrying House Resolution 4437, the measure passed by the House of Representatives in
December that would build more fencing along the Mexican border and criminalize illegal entry to the United States.
Schwarzenegger's office initially was puzzled by reports of the vote to ban him.
``We have a great relationship with the border governors,'' said spokeswoman Margita Thompson. ``The governor's mindset is focused on solving problems
of mutual concern and focusing on areas of mutual benefit.''

Perhaps the reporter didn't understand the language and therefore misinterpreted what was going on.
