Do I need a fishing license to surf fish in baja?

I called the CONAPESCA office here in San Diego and they said that no license is required to fish from the shore. Licenses are only required when you are fishing from a boat.

My god son and I were out fishing on our surfboards two weeks ago off Punta Baja while attending the El Rosario weekend festival, when a ponga began heading our way. Friendly fisherman, I thought. Then we saw the guns and the uniforms and official looking men. Aye KARUMBA! I thought I was busted for sure. But they just passed on by as I nervously waved. They smiled and waved back and never said a word. Perhaps a couple of gringos on surfboards with fishing poles in their hands was more of a laugh than a threat to the fishing economy. (Then again, maybe they could have cared less about the fishing.... they were probably after drugs runners, not fisherman.)

But getting back to the question at hand... I had always heard that as long as you were fishing from shore, no license was needed.

Anyone travelling to Mexico or Baja will likely concur with my statement 'When the wind changes direction the answer to your question may change as well'...

Fishing is generally taking or attempting to take fish from the water using some device such as a hook, net etc.

Fishing does require an anglers license.

They cost apprx usd $11 per person per day or apprx usd $25 per person per week.

Wouldnt you just feel awful and ruin a trip if you happened to find yourself with a fish or two when along comes an official checking for licenses? Would you want to challenge the interpretation of necessity?

For the small amount it costs to purchase respectfully suggest you arrange to have one in your possession when you 'fish'.

Please catch what you can eat and please eat what you catch!

It is always advisable to CYA in Mexico. Laws are arbitrarily applied and the cost for a one year license is not prohibitive....$33.00.

Plus, unlike the US where you have to buy a license for every state, the Mexican fishing license is good anywhere in Mexico.

The bottom line is; if you're fishing from the beach, pier, or any other permanent structure, you don't need a fishing license.

But while you're on that beach, stay away from the shellfish. Tourist are not allowed to harvest shellfish.

I'm sure none of you law-abiding nomads have ever illegally dug clams or harvested oysters, mussels, or scallops.

I always get a annual license on my first trip of the year,, usually at turners sporting goods as i am stocking upon hooks and sinkers

Mex fishing liscense is not needed if fishing from shore that is what'swriten in the regs. and has not been changed for as long as I can remember. Mex laws and rules may change often and at a whim, but this one has not. If someone asks you for a liscense while you are surf fishing they are hustling you. Stand your ground.
That being said fishing from anything that floats not only do you need a liscense for everyone in the boat but you need a boat permit for the boat/kayak/rubber raft/float tube.
Even if you are not fishing if there is so much as a hook in the boat the above rule applies.
That being said a Mex. fishing liscense cost me 42.70 for a year. That's a year from date of purchase. I have never been asked to show it ever but have it because you are supposed too.
