This is one I found for Baja, but have not tried it yet! I sure hope the news coverage helps end this situation. I also hope everyone will contact the tourist people ----

Dear Sir---While visiting a regular site that deals with Baja California, I have read many reports of theft, carjacking, shooting and other violence on your toll road. One person was shot with a 9 mm pistol in an effort to stop him. The police do not seem to be interested in this. However, as a regular driving through the area and using the toll road, I certainly am. Since I drive all the way to Loreto, and do not want to expose myself to this kind of violence, I shall be using the airplane until such time as this is cleared up. For what it is worth, the opinion of many is that these gangs are related or guided by Mexican gangs here in Los Angeles. I would think it would be a good for your department to look into this before this area loses a lot of business. We all love Mexico, especially Baja Norte and Sur, but we also know there are many other places to go that will welcome our business. Thank you for you consideration. Russell Hatch
This is a copy of an e-mail I sent to the head of the Dept. of Tourism in Tijuana. If he gets enough e-mails I think some action will be taken.

I sent an email out to 6 of the offices. Two of the emails bounced back immediately. We'll see if any of the other four respond with some information.

capn.Sharky...can we get one of our Nomads to translate so we can send in both Languages.
If any of you want to change the wording , please post, as it may be helpful.

I would assume that the sec't of tourism speaks and reads english. I had thought of putting it in Spanish for him, but decided against it. Anyone wishing to change it has my blessings.
