I have always had success and good rates with Budget.
Call my friend Fidel Garcia at 613-135-0937, Loreto airport desk.
There are several other agencies, but I have never used them.
Also, you can make the reservation on line at www.budget.com and lock in the rate stateside.
They will have the reservation and rate when you arrive, and your contract ready to sign.

Most of the car rental places are all within one block of each other at the malecon area - at least four. I went to all of them and shopped the best
deal (sorry, I don't remember which one), but had no problems with availability. Got a VW bug at a good price. (So if you make advance reservations,
you might be missing out on a better deal).
