What is the function of the Delegado?

bajabound2005 - 10-1-2006 at 12:42 PM

Could someone tell us what the function of the delegado is? The term is often interchanged with the word Mayor so one assumes it's similar to that of Mayor. How big are their "territories"? Is it an elected office? How long is the term?

A mayor is in charge of a municipio, and it can be as small as Rosarito, or as large as Ensenada wich is about half the size of northern Baja. a delegado is a representative of a town or colonia, for example, the mayor of Ensenada is César Mancillas, but in San Quintin wich is a delegacion INSIDE the municipio of Ensenada, the delegado is Bernardo Gastélum. They are not elected to the job, the mayor appoints them, and i think they can serve up to 3 years in that position.

He is basically an extension of the mayors office.

Our delegado here is elected and in a small village he's the guy or gal to go to with any kind of problem or question (unless he's a rotten delegado who got into office because not many people bother to vote! which is often the case) How our villages are run really depend on how good the delegado is or isn't...like how receptive they are to new ideas and suggestions like putting garbage cans around the town...welcoming tourists...crive prevention etc. I have seen a huge difference in our area between a decent delegado and a poor one.

The function of a good delegado is to help the citizens of the town.

The function of a bad delegado is to bleed you of money in the hopes he or she will address your issues.

Right now in Elias Calles we have an excellent delgada (Lidia Rockwell), Arturo before her was OK.

the guy before Arturo stole the schools solar panels and disappeared in the night.

Here they are elected to 2 year terms. Elias Calles is in the municipio of Todos Santos

interesting how different they are from town to town; we happen to have a good one, but believe he is appointed by Ensenada; office is in Maneadero. Just trying to learn who does what and the lay of the land.

In San Carlos, Sonora on the mainland the position is referred to as Comisario. San Carlos is under the municipio of Guaymas. The Comisario is appointed by the mayor of Guaymas. Comisario is a combination of Mayor and Sheriff, but seems to have a role similar to that described by Shari.

Our Delagado, Luis Hernandez, was appointed by the Mayor of Ensenada, who receives recommendations for consideration from constituents.

He serves much like a member of the Board of Supervisors system in California. He has a wide range of authority and responsibility (with very little pay). In our case -- South Campos of San Felipe - he covers all of Ejido Delicias, Ejido Matomi and another Ejido further South. Those areas include Puerticitos, Gonzaga, Punta Final, etc., down to Chapala and then up the West coast towards Catvina.

As previous posts noted -- good ones seem to be the best and bad ones seem to be the worse. We are extremely fortunate -- hope our luck holds in future years, as we've already experienced the worse.
