It looks very similar to the road between Barcelona and Cadiz, Spain along the Costa del Sol.

It is very likely Spain. The blue on the left of the number plate is the European Union flag (always in same position), and the signs are in the
usual colors for European freeways.

The only place I recall seeing even a rise was the hill the Bok tower was constructed on and that is in Orlando--300 miles north of Miami.
