"Manifestacion de Impacto Ambiental" is actually the correct term in spanish for the "environmental impact study". I'm wondering if the info you were given got lost in translation??

SEMARNAT does not perform any studies. They are the regulators and enforcers of environmental laws. They accept applications and review the studies you present to them.

You will need to get your building plans done first because they are submitted to SEMARNAT along with your application. Their objective is not to tell you what you can build for a residence or get in to design- review.

The only thing they had us change was the type of septic system we had on the plans (we had to add one more chamber to our original concrete structure) and they advised the general location of the septic on the lot must be "X" number of meters from the Federal zone so it wouldn't leach in to the ocean.

Once again, I would advise seeking someone very familiar with the SEMARNAT requirements to determine what regulations you must comply with. We were misled and given erroneous info by a few professionals because this topic is a new one, and the laws can be murky to those unfamiliar with them. We ultimately paid our attorney ($$) to call the SEMARNAT jefe in charge of the Impact studies to find out once and for all if, and what, we were required to do before building a home. I vaguely recall the mention of "if your was under 2000 sq. meters"
there would have been something we wouldn't have needed to get. Our lot was way over that size, and we had so many permits and applications going on, that I didn't pursue it further. It wouldn't hurt for you to ask

Glad to hear you are moving forward. I was just informed that a guy on my (north) end is collecting names/$ to file a joint application for change of use permits. I believe you may need to do this also- in addition to an EIS type study.
