Flying Volaris and crossing over

My daughter-in-laws passport didn't arrive in time and so they are going to fly Volaris out of TJ down to see us in los Cabos.

They plan to get dropped off at the border by a friend and picked up same way when the fly back to TJ. Been a long time since I flew out of Tijuana, so.....Questions are:

Can they walk over and get an FMT at the Otay crossing? Or should they cross at San Ysidro? Can they walk across homebound at Otay too? Where is the line usually easier and shorter?

Also, I know they want a birth cert to get an FMT, but the passport people have hers, and she may not have a copy. Ugh!

Suggestions??

Voters Registration Receipt with her photo ID, an afidavit (sp?) of citizenship from a notory public, anything that proves she is American and the photo ID.

Or, if time allows go to the public records office and get a certified copy of her birth certificate (San Diego County Records Building, probably)... The best way!

My wife and I just flew with Volaris last week to Cabo. What we did was take the Volaris bus from the San Diego Amtrak station directly to the Tijuna airport. The bus stops at the border and the Mexican immigration officer just stuck his head into the bus and waved us on. No hassle at all and the cost was $30 round trip.

We had our passports but only used them on the return Volaris bus at US immigration but could have used our drivers licenses.

Tell your daughter to go to the Volaris web site and book the Volaris bus. I fly to Cabo a few times a year but from now on I'll fly Volaris with it's new and on time planes.

We never got or were asked for the FMT.

There should be no problem getting a second or certified copy of her birth certificate at the county building... call to see exactly where she needs to go.

tom there is a system in place at most counties that you can overnite certified copies of a birth certificate

just call and use a credit card to pay

I thought that starting recently, you had to have a passport to get back into the States.

Didn't you have to clear customs before boarding at TJ? I've always been checked.
