There is a little more to it that this. YOU MUST HAVE PROOF THAT YOUR APPLICATION IS CURRENTLY BEING PROCESSED. What constituties that, I'm not sure.

Bear in mind it can take two or three weeks for your appliction to be available on their official
serversl. I'm not sure, but you might be able to get one on the spot if you apply at an actual application office . CaboRon
