Minnow, I read the story again after your post. The article talks about a pharmaceutical company in Hong Kong, China.
How does this make it the Chinese Government?
I think it is an interesting premise, though.

Wow! Those photos gave me my first realistic concept of what a couple hundred million dollars looks like. Not sure if it really makes a dent in TJ or any other druglord's operations, but it would definitely be impressive in my closets. I would be content with a shoebox full......dollars, not drugs. :wow:

It seems to me that more inspections of all types of produce, medicine needs to be done either at the point of origin or before the materials go to market in the US. That is true not only for China but other countries as well.
The accused Chinese fellow accused of drug dealings in the above article led a pretty lavish life style, a gift of a Rolls Royce from a Las Vegas hotel-the only thing a hotel gives me when I travel is a piece of candy on my pillow (maybe!!). He was probably laundering drug money in his various enterprises.
