Who does one contact regarding a problem that cannot be resolved with a local Immigration office?
IE, is there a regional supervisor who can assist in resolving a difficulty with a local office ?

You´re in BCS so you should take it to La Paz. I know that FM´s were being sent to Cabo San Lucas for a time but I believe that the head office for
BCS is in La Paz. La PAz in the capital of BCS where Mexicali is the capital of BC.
