Kayak boat license is needed, if one is to fish off of it. Is this true?

Before I begin, let me say I've kayaked down there for 10 years.
The possibility of someone of law enforcement persuasion coming up to you in the kayak and asking for a permit, in a country where illegal gill nets
are used in full view of everyone and where protected turtles are trapped all along the shorelines, is akin to the possibility of the Opportunity on
Mars stumbling upon Jayne Mansfield in its wanderings. I'm trying to give you a sense of how things are in Baja, since I have no way of knowing your
experience, or lack thereof. Historically, answers like mine to questions such as yours have prompted indignation from those who profess to honor all
laws, foreign and domestic. It ultimately is the decision of the individual; if you do decide to get a kayak permit, I am the first to congratulate
you on your perseverance, because I think you'll need it to deal with the beauracracy. Buena Suerte

I have been told that you need a boat permit for anything that floats... including kayaks. Even though it's not registered, you just leave that
section blank. I got a boat permit for mine last time, especially because we fished off of it. You will also need a fishing license.
