I think my dog has this one figured out.
Toby is a Lab, but he's on the large side, about 90 lbs. Being aLab, however, he subscribes to the "the world is a wonderful place because it's full

So, when one of these tiny little dogs starts yapping at him he goes over and starts playing enthusiastically, like only a Lab can. What usually
happens is, the little guy starts to look around like "omigod, that's a BIG dog, what now?", and leaves (yapping the whole time). Toby looks at me
like "what did I do, why won't my friend play with me"?
Not the most elegant solution, but what the heck, it works.
