I hadn't seen this before. 
Some parts ring especially true - obviously done by an Italian. Bruno Bozzetto is one of the most famous Italian cartoonists and has been at this for
a long time. He has a website: http://www.bozzetto.com/welcome.htm.
The beaurocracy sketch is particularly on-target. In Italy, you can hire a professional "line stander" to do that particular mambo for you.
What would the Mexican vs. American version of this look like?
