Bajabob,
I will answer with the caveat that I Know zip:
I believe those are cultural rather than national holidays. Banks should be open. Or, maybe the Saints Go Marching In and the banks
are............well...........dead.
At least, my post will bump this back to the top and maybe someone who really knows will post.

Dia de Los Muertos in my recollection has been business as usual although I can't recall going to a bank that particular day. So, my answer gets you
nowhere.

Just don't take me to the cemetario. I'm not ready to make my deposit yet.

While not super official, Nov 02 Dia de Muertos and December 12 Dia de La Virgen de Guadalupe, there is usualy no school or gov or banks, I guess it
depends were you are. Nov 1st, business as usual but this year specialy for Nov. 2 everything might close since it's a Friday.
