The Mexican Constitution

comitan - 10-10-2007 at 09:40 AM

I have been reading the Mexican Constitution and am finding it very worthwhile reading since I am a homeowner? Living in Mexico permanently, I would suggest that everyone in my position read it. The following is a good site in English.

Wiley......

Does it list the ammendments to the constitution? I've understood that they ammend it about as often as people change underwear. Since I don't wear them, I don't know how often that would be. Are there a bunch of ammendments?

I really like the section on Duties of Citizenship. You have to vote, and have employment, or you are not a citizen. Or if you use a foreign instrument, you are not a citizen, if you use it in a foreign land. Doesn't that mean, if illegals in the US, use our money while here, they are no longer citizens of Mexico? and, when the president says where ever there is a Mexican there is Mexico, he is not talking about Mexican citizens, but people born in Mexico. and, if that is true isn't he going against their constitution? Man, I love Mexican culture.

Good one, Tom. I'm sure everything is covered in the ammendments and if they arn't, they'll make some more ammendments.
Our Constitution doesn't ammend so often. I suppose that's why it stopped meaning what it was supposed to mean 100 years ago.

Minnow - 10-10-2007 at 01:18 PM

Oh, yeah Dennis. It says the congress can amend anything they want. No wonder the system is so f'ed up down there. The rug can be pulled out from under anyone, anytime they like. It is in their constitution.

You think this is one reason the local authorities clash with the state and federal authorities so often?

In the US, they at least have a referendum, and then the house and senate get to vote.

In Mexico it is more like a wave of the hand by the right person.

Gawd luv em.

Comitan,
Thanks for attempting to clarify things for us. I, however, do not read enough Spanish to be able to read law, and the automated translation ends up being a bunch of indecipherable gibberish, sorry to say.:(:(

Minnow - 10-11-2007 at 09:12 AM

If you can understand the translation, I think this explains it.

"To the Secretariat of Urban Development and Ecology it will correspond the defining and boundary of the terrestrial marine federal zone.

Article 50 the Federal Executive, through the Secretariat of Environment and Natural Resources, will promote the sustentables use and advantage of the terrestrial marine federal zone and terrain taken to the sea.

With this objective, this dependency, previously, in coordination with the others that according to the matter must take part, will establish the applicable norms and policies, considering the plans and programs of urban development, the ecological ordering, the satisfaction of the requirements of navigation and the marine commerce, the defense of the country, the impulse to the fishing activities and the promotion of the tourist and recreational activities.

The Federal Executive, through the Secretariat of Environment and Natural Resources, will be able to celebrate agreements or agreements of coordination with the intention of which the Governments of the States and the Municipalities, in their case, administer, conserves and watches these goods. "

Minnow - 10-11-2007 at 09:13 AM

Article 52 When the advantage or operation of existing materials in the terrestrial marine federal zone governs by special laws, so that the competent authority grants the concession, permission or respective authorization, will previously require of the favorable opinion of the Secretariat of Urban Development and Ecology.

When it is counted on concession, permission or authorization of competent authority for the advantage, operation or taking of steps regulated by other laws, including the related ones to navy, marine-harbor facilities, fishing or acuícolas and it is required of the advantage of the terrestrial marine federal zone, the Secretariat of Urban Development and Ecology will grant the respective concession immediately, except when rights of preference of the adjacent ones or other concessionaires are affected, without damage of which the general normatividad is fulfilled that stops each advantage, operation or activity sends previously this Secretariat as far as concerns the terrestrial marine federal zone.

I CAPITULATE III OF THE PUBLIC PROPERTIES

Article the 16 public properties are inalienable and imprescriptible and they will not be subject, while it does not vary its legal situation, to vindicative action or of definitive or provisional possession.
