Only 31 Percent Of Victims Go To Police

MEXICALI, Mexico -- A new survey indicates that victims of crimes in Baja California, Mexico, are becoming more likely to report the crimes to
authorities, but the majority of crimes still are going unreported.
A survey of more than 2,600 homes in the border state found that 2 percent of respondents were crime victims last year. Only 31 percent of the victims
reported the crimes to investigators. But that was up from 15 percent in 2002.
The survey by the Citizens Council of the Public Security Institute said only 16 percent have confidence in police forces, the same level reported in
2002. But 74 percent of respondents said they feel safe living in Baja California, which was up 13 percent from the year before.

Nobody reports crimes here, the cops WORK for the criminals, only an idiot would do that.
Most crimes are unreported everywhere

Why?
Fear of humiliation. Fear of loss of control. Fear of retaliation. Fear of indifferance. Fear in general.
Baja is no more or less savage than any urban ("safe") area.
All crimes grow from the related roots of the poisoned tree.
