Yes that is definitely a caracara. To me they are one of the most striking birds in flight.
When we were coming into Constitucion this last trip, there was at least 50 sitting on the tops of the cactus in that cardonal just after the road
flattens out into town. I have never seen so many in one place.

They are a very regal looking bird.
This picture is from the area near where Judy took hers. Taken in March 2007.

I finally found a photo of the Caracara that you can see the bands on its wings and tail. Very distinctive for easy identification

Here is a caracara surveying his domain on the road to Punta Colorado. I think that the neck feathers change colors from near white to gold/brown
depending on the mood of the bird.
