With the high cost of land-lines in Mexico...will a cellphone based in San Diego work as far south as Rosarito???

My U.S.-based friend's ATT cell phone works in Cabo... it does not work if he's in a "hole" (lower than the surrounding topography).

phone worked all the way to El Rosario! This was a bare bones plan, too. I looked for exhorbatant charges on my bill - saw none. It's a miracle!

You all had better luck than I.
My ATT blew out as soon as we crossed 2 weeks ago, actually I was able to keep alive a conversation to the Playas toll booth, then nothing but recorded Spanish announcements telling me to go away.
Got the same as far North as Potrero after we crossed at Tecate, the Mexican system was still blowing me out 5 miles North of the border.
Ah well, my kids tell me I am in the "Ronald Reagan era of Communications"
Guess this proves it.

I am not aware of a high cost for land lines in Baja. The blue public phones are extremely expensive but the regular phones that don't advertise "long distance" are fairly reasonable. A regular land line for your home is generally less expensive than in te U.S.
Some U.S. cell phones work down here but others don't. The best way for communications in Baja is a Telcel cell phone. They work almost everywhere besides between El Rosario and Guerrero Negro.
This information is from my own experience testing the phones and living here for a number of years. Not from what others have told me or what I read in a book.
