our little brown chiwawa/pug, jumped out of our car in front of the ice plant. He has a blue harness on, and is named Cayou. I know this is really

Dan, try hiring those guys with the loudspeakers on their cars and offer a modest reward. Give the guy some pics to have in the car.
Somebody probably found him as cute as you did and took him in for protection but has no way of finding the owner.
