Be turned in...at which boder crossings or anywhere else if any?
I have made several searchs without results...friend got stuck with the permit when returning from mainland to La Paz. Permit was issued in La Paz,
but they would not Take it back.

The only places seem to be Nogales , Banjercito (bank) in Tijuana or Mexicali. Travelers need to be aware they will not be able to temporarily import
a second vehicle until the paper work on the first one is turned in.

Do you know where Banjercito (bank) in Tijuana is located? is it at the San Isidro exit?

Where is your friend located? For the mainland, we usually cross in Arizonia at Naco---small, very easy place to deal with the Banjercito.
But, that is a long ways from California----but the visit to Bisbee on the way is always nice.

While passing through any border, beg to be sent to secondary inspection. While they are tearing your RV apart, ask them if you can walk to the bank
(or wherever it is that you can turn it in).
Of course, if you are carrying any contraband you will have to forfeit your vehicle, but at least you will have escaped free.
In all seriousness, I'm sure you will find the answer from some Nomad with experience. We can't assume however, that just because the truck permit is
required on the Mainland, that Mexico will make it easy for you to do what you are supposed to do. Do find a way though because it is required.
OOps! I just reread your post. It is a friend that needs the info. Well, have him reenter Mexico and then turn around and go to secondary. No? OK,
never mind.
