Too long to translate. It's another one of those dysfunctional news articles where there three different story lines interwoven. The mayor is saying
he is getting rid of the bad guys and going for "quality, not quantity". Others are saying the move is to resolve a $35 million city budget deficit.
Yet another city official said something like "less is more".
