Don't know how accurate the following is or if it is per person. I assume it is per person. One never knows in Mexico.
New Rules for Travel to Mexico
Rumbo, Posted: Dec 04, 2008
HOUSTON -- Mexico's customs agency has announced new regulations for those traveling by land to Mexico over the holiday season, including an increase
in the value of merchandise that can be brought into the country tax-free from $75 to $300, according to Rumbo. The customs agency is anticipating a
higher volume of travel over land as a result of an increase in the cost of airline tickets. The agency also advises travelers to take precautions
against theft and assaults on their way to Mexico, and cautions against traveling at night. The new rules will be in effect through Jan. 9.woody with a view - 12-8-2008 at 06:58 AM

Isn't there already an allowance for FM3 holders...a couple hundred bucks or so?
An ongoing debate

There are those who say yes but I can't find any official regs that extend FM3/2 holders to anything more than what a tourist is allowed.
If someone has documentation I'd love to see it.Don Alley - 12-8-2008 at 05:50 PM

Last trip through, in November...
total value, in dollars $779. Less $150, for our two FM3s, $629. 15% tax came to $1242MN.
That's a standard $75 per person

When entering by land:
"Su franquicia cubre hasta 75 dólares o su equivalente en moneda nacional o extranjera"
