Where can he get it filled in the area ?? 
I have at least 5 older aluminum tanks sitting in my buddy's garage.
I'll have to check the valves and see if they're still workeable.
If there is a compressor in town; that might call for some NEW tanks !

Yes, there is a portable compressor here and very soon, we will have one too...put on your chains and bring on the tanks...

Just a question, but when filling tanks in Asuncion is the air filtered, dehydrated, and free of contaminants. Are the tanks properly cooled before
filling?

there is no place at the moment for the public to fill tanks so I dont know. However...coming soon....someone will have a proper dive shop.
