Beach fishing Licences???

I had always believed that you didn't need a licence to fish from the shore in Baja. This was posted in the Baja Western Onion recently, and it comes from a local, so have the rules changed? (And I know, I should know better than to think there are a clear set of rules down here::))

Fishing Problems In Todos Santos - Hi xxxx: Just some heads up, the army and Profepa people are going all over the beaches checking for fishing licences and the fines have been great, it just started about a week an a half. Any beach works for surf fishing even the one with the whales just don't fish close to them. .

I've fish off boats mostly, but Pops can't hang fishing from a boat anymore. We fish off the beaches in the San Quintin area, no need for a licence. Keep a copy of the regs. on you. Maybe someone knows where you can print it in spanish, but here's a site so you have all the infor......what, and how many you can catch.

They are not ticketing for surf fishing, however, a few days ago the panga colleceive paid large fines for comming in with illigal catch here in Todos Santos.
