2 Rosarito police officers were seriously injured when they struck a horse that jumped onto the highway. The officers were going to Primo Tapia to respond to a call of shots beeing fired. The police truck they were in was totaled.
The horse died but his 3 companions are being held untill they pay for damages.

Flowers: Let me get this right - 4 horses are walking down the road and one jumps into traffic and gets hit by a truck, causing damage to the truck and to the occupants (a serious matter) and killing the horse. His companions are hauled off to the impound lot until they pay??? In what, hay?
Surely you mean the owner pays? What happens if the 3 horses in the impound yard have a different owner than the dead horse? If and when the damages are cleared and the owner comes to claim his horses, will the tires, batteries and radios still be there?
I was always under the impression that if I hit a horse, then I would have to pay the owner the value of the horse under the theory that the driver is responsible to operate the vehicle so as to not hit stuff. This is the first time I've heard of the horse having to pay.
Just as soon as I get to thinking I kinda understand how things work, something like this happens and I'm back to square one.

I think it's like any misfortune that happens down there, it depends on who's got more friends in higher places. In this case it would be the horse (it's owner) vs. the officers.

I think the law is going to win this one, unless they were homeless horses.

For us, rule one on the highway, if there are cows, slow down and watch which way they will be going.

Rule two--If there is a horse along side the road, STOP--it WILL jump out in front of your vehicle. :yes:

I thought the law changed quite a while ago where the owner of the cow, horse, goat, etc. was responsible for any damage caused by their animal. But I suspect Paulina is correct.

The horses of Rosarito are literally starving to death. The horesemen can't afford to feed them with no tourists renting them. Very sad.

The pity is that it is not just the horses of Rosarito that are suffering. The economic downturn is one thing. But, unfortunately, the good merchants and service providers of Baja must suffer under the additional whammy of the drug war, however perilous it may be, keeping tourists away.

That is sad as it is sad for everyone involved in the tourist industry. I do hope it can turn around.
