We have a lovely lot in the el Centenario area and are beginning the process of getting off the ground to construction. We have completed the
architectural work, design is done, electric is in across the street and water and sewer are in the street in front of the house.
so we contacted several contractors recommended by locals to build the fence and gates as it may be a year or so before we begin the house itself. the
first folks whose expertise is architecture can't seem to find out how to comply with the environmental requirements and want us to hire an attorney
to deal with Semarnat. the property is in a fidecomiso, taxes are current and I just want to be sure when we build anything that we comply with all
environmental regs- so I think a contractor should be able to find out how to do this without hiring legal counsel.
Next contractor we meet with in November at the property and give him the design drawings, dimensions and particulars about the fence/wall we want
built- he says two weeks for the presupesto- just about Thanksgiving. Here we are in mid-February and it gets promised several more times- delivery to
our friend in el Centenario is promised several times ---tomorrow, next Friday, etc. but nothing yet. Our friend who has used the contractor and
recommended him is livid but to no avail.
third contractor- visits the property , takes all information, drawings and dimensions and says bid will take about two weeks. this fellow is also
recommended by locals who have seen his work. two weeks later he says he's too busy to take the job.
Implied in all these conversations is that we will be building a house as soon as we can sell our house in the states and we would like to develop a
relationship with a responsible contractor for that work but in the meantime we would like to protect our property.
so my questions are:
1. anyone have any ideas on what to do now?
2. Anyone have a suggestion in the La Paz/elCentenario area of someone they recommend for this type of small and later larger project?
3. How long should I wait on contractor no 2 before I tell him thanks but 3 months for a bid on a wall/fence is too long when it was promised months
ago?
4. should I have to hire an attorney to find out what Semarnat requires to build this fence?
Any other comments that may be relevant to these specific needs?

Hello, I am also preparing to build in the Centenario area. My wife's family has lived at km 11 since 1955. Our nephew is the developer of
Hacienda's Palo Verde in Centenario and would be a great resource for you. His name is Rick Byers. He has experienced and has gone through the
requirements that you have described. He does not do the building now but is doing the developing.

I don't think you can go wrong with an attorney. I can't imagine having closed our house deal without legal counsel. Just make sure that all your
t's are crossed and i's are dotted when working with contractors, etc.

I've seen LongLegs' latest house as it was under construction and it was a quality build, in my humble opinion. She has been through this a few times

Rick Byers is using Mares Construction, Esteban Sanchez to build the homes in Haciendas Palo Verde. The guy is great, speaks English, is endlessly

Thanks for all the leads- I've also had some U2U that have been helpful and several contractors are now looking at the project and contractor no2 has
arisen from the dead to advise he's on the trail-- I've avoided using names for those who have not given me much hope as it's not my objective to
criticize them only seek answers to the malaise that affects so many who say they are builders in Mexico. I may have to hire an attorney over the
enviro issues but so many others in my area have built with only a contractor who completed the plan and got Semarnat sign off -- Thanks again-- Norm
