Mexican authorities detain Tijuana cops

TIJUANA – The Mexican military has detained 23 Tijuana municipal police officers and one civilian suspected of ties to organized crime, the federal
Attorney General's Office announced Tuesday.
Federal judges have ordered the suspects held for 40 days while they remain under investigation by a federal authorities. Most of the officers held
supervisory positions in the 2,200-member department, said Julian Leyzaola, Tijuana's secretary of public safety.
“These are not the first, and they will not be the last,” Leyzaola told reporters late Tuesday. “We are going to continue with the process of
cleansing the department.”
Leyzaola said several of the officers had been receiving payments from a former Tijuana police officer, Luis Enrique Carrillo Osorio, whom federal
authorities arrested March 19. He had in his possession a 9 mm pistol and 40 packages of crystal methamphetamine, the Attorney General's Office said.
None of the officers will be permitted to return to their jobs, even if they are not charged, Leyzaola said. In the past year, close to 400 officers
have been dropped or resigned voluntarily from the department amid efforts to shake the influence of drug cartels.
In November, 20 Tijuana officers were taken into federal custody on suspicion of ties to organized crime, including the liaison with San Diego law

Seems to me that by not allowing anyone back on the job, even if not charged, is the quickest way to drive them into the arms of the cartels. A sort
of reverse recruitment.
