Spent some time living in Venezuela and made many trips to Sao Paolo while working in Argentina. IMHO both these cities have their own serious
problems to deal with.

I was mugged in Caracas in Dec. 2005 walking down a busy pedestrian mall. Every third traveler I met there had been mugged. The most dangerous city
I've ever been to.
