I've used my U.S.-issued ATM card in Europe and Asia, and the dollar-to-local exchange rates were always more favorable than the foreign exchange
counters at airports. Hence, my question - what makes Mexico different in this respect?

That comment was in response to opening an account at one of the banks in Mexico (Baja).
Your ATM card works at most ATMs in Mexico regardless of the affiliations, its just that you'll pay a fee for using another banks network. As an
example our US bank account is with Bank of America, but we always use HSBC's ATMs as they are more convenient. And the price of that convenience is
a $8 to $10 fee deducted from our checking account. |
