I have some friends that won't to hit TJ for dinner next week. They do not have passports. Will they get hassled coming back to the U.S with only
birth certificates.

Not yet. June first I think is the day passports will be necessary.

Not if they won't go. I think WANT is the word you are looking for. June 1 is the deadline for having a passport.
