At Tecate, get the Tourist Permit from Immigration and the Vehicle Permit from the Vehicle Permit Office then pay for both at "the Bank" ? The VPO and
"the Bank" are short walks from Immigration ?
Then I can cross back into California, returning for the trip down Baja later ?

No vehicle permit needed for the Baja peninsula. Get that if you drive into mainland Mexico or at the Ferry office if you are crossing the gulf.
