I'm no expert but can't you just take that red trolly to the border, walk across, and then get into a taxi?

There are shuttle services that will take you to the TJ airport, but I don't know of any taxi service that operates cross-border. Fishbuck's
suggestion makes sense. unless it the TJ airport you are heading for. The link here is no help. Just comic relief.
